need setup help

  got obi 300 and following setup directions it will pass the echo test but when going to next step always get no call route available to take this call. the first light is blinking, i can get ip address and call to another obi by dialing their obi number. I have tried making this **5 plus number given in step 2 a minimum of 20 times always same result.  thanks, lk2lrn
