I have the OBi202 and can make outgoing calls with my Google Voice number.
However, when I call my Google Voice number I get a message that says "To access your account please enter your PIN followed by the # key."

How can I get my incoming calls to come through without this message requiring a PIN?
Google Voice is an inbound call forwarding and message management system, not just a phone service provider. When you call your Google Voice number from your forwarding phone number, you will hear a prompt to enter your PIN and #, to get into your voicemail menu.
If you instead want the phone to ring, then log into your Google Voice account from a web browser, and go here:
https://www.google.com/voice#phonesClick the "Edit" button next to the phone number from which you are calling. Click "Show advanced settings". On the next page, set "Voicemail access" to "No".
You should also set a voicemail PIN, on the Voicemail tab of the same settings webpage.
